I love him getting involved with friends, getting to big-bro or dad at people (this can be hilariously hit and miss), who does he need to talk to about trying to get lotuses growing in the train-garden, and can anyone.

I am 100% positive there are potatoes growing in the greenhouse. He can talk to 47 if he wants some. Or find Persephone because nature goddess. She could grow the lotuses as well. Probably.

He's pretty easy to talk to if you ignore the fact that he's big, stoic, and scary looking at first. lol. But he sorta just acts (mostly) normal on the train. And he likes gardening, surprise, so he'll talk about that easily enough.
