They are not dissimilar in that way. (I time stamped it, just if you were curious the kind of thing he does, but it's not the same tactics as her, he prefers geysers and balls to do his force.)
But in RP purposes, that's right, he's much more likely to control the water and turn it back on someone, it's just if he gets hit he wouldn't take damage from it. It's his element, and he's meant to narratively have control over it.
Which makes her a fun opponent because so does she, hence the battle of wills. >D
