This would be fantastic! Because while kites might be able to be used given the height of the cart there's still limited room so something like scarf poi would be a fantastic option! I highly encourage this!

Also I could suggest seeing if the people who have sewing skills, like kumoko/the spider and so on, would be willing to help make those scarves! Well of course you'd neeed to reach out and ask if that's a thing people are interested in but one way or another I'm sure they can be rigged up.
