Where the train is, you can do magic and whatever inside the train a-ok. You can do a few things directly outside it, but also it's not recommended since it's technically Eilifi's domain - they're at the border between the two.
Really there's no worries so long as anything big and wild isn't being done. It's a 'don't fly off and go sightseeing' caution. Don't go off trying to hunt, muck around, etc.
