If people were speaking to each other about what languages they can speak, if they can universally translate, etc, might the thought occur to Ronan that he could specifically make such a device? Since in that convo he says he can replicate items.

There will be people trying to help everyone find those who can speak similar languages, etc, but there will be rarer languages, so a translation device that can auto-translate those seated near it might be fun. And of course whatever consequence happens for Ronan making it/them!
