There's this girl named Erin that was his pupil until he gave up trying to teach her patience and stealth, and he went his own way. She was loud and brash and unforgiving. At the beginning of the game they meet up, Garrett is displeased that Basso didn't tell him she was working this job too, and they immediately start butting heads again. Something happens in that opening scene and then the story revolves around Garrett figuring out what happened to Erin and The City after he wakes up one year later. There's more to it ofc but that's the short version so you have a small idea of why Garrett is all "this really seems uncomfortably familiar".

To be fair, Yuffie, a lot of aliens do suck. Piccolo won't disagree. Thankfully, Namekians are one of the awesome races out there. He's the most rough of his species lol but at least not so bad. anymore. XD
